Abstract

In the area of ​​disasters, the systemic nature of risks necessitates a comprehensive approach to their management, recognizing that a society's vulnerability increases its risk to natural hazards. Based on an alternative approach to disaster management, which emphasizes both the underlying causes contributing to increased vulnerability and the human responsibility that exacerbates its consequences and effects, the objective of this study is to qualitatively assess the physical vulnerability of housing to seismic hazards in the municipality of Morelia. To achieve this, a contextual and theoretical analysis of the problem was conducted, and the Physical Vulnerability Index (PVI) was calculated using the methodology of the National Center for Disaster Prevention (CENAPRED). Based on the results, it is concluded that vulnerability reduction should be prioritized within the framework of the Comprehensive Disaster Risk Management (CDR) model.
