Using mixed-embeddedness, transnational entrepreneurship, and dual entrepreneurial ecosystem theoretical frameworks, we identify critical barriers—including legal constraints, financial access limitations, and institutional knowledge gaps—and facilitators such as transnational networks and community support programs. Our analysis reveals that enforcement-driven self-employment increased by 10-20% among undocumented Mexican migrants, while life-course legal patterns significantly predict economic integration trajectories. We propose an integrated policy framework emphasizing bilateral talent management strategies, targeted financial inclusion mechanisms, legal pathway reforms aligned with labor market needs, and community-based integration programs. This research addresses critical gaps in Mexico-centric empirical evidence and provides actionable recommendations for policymakers in both nations to enhance migrant entrepreneurial success and optimize human capital utilization in transborder regions.
